1. Letter: Title of the letter: A Silent Betrayal (Changing immigration rules while no one is watching) December 29, 2004 Eugenia Yakhnin 8 Hyfan Court, M3H 5M8 Toronto The Honorable Members of the House of Commons Standing Committee on Citizenship and Immigration: We, the undersigned group of Canadian Citizens and Landed Immigrants are appealing to you to help us to reunite with our loved ones. We came to Canada from all over the world and made it our home. We live here, we work here and we are raising our children here. We would also like to have our parents here. Each of us has submitted a parental sponsorship application to Immigration Canada after June 24, 2003 in hope of seeing our parents in Canada within a year. However, according to the ministry website, the processing of parental class applications has stopped. Since March 2004 no new applications has been reviewed. After reading the immigration objective listed in Section 3 of the Immigration and Refugee Protection Act "to see that families are reunited in Canada." We were surprised to hear the following from Hon. Judy Sgro, MP, the Minister of Citizenship and Immigration. ¡°Our immigration plan for 2005 will help Canada¡¯s economy grow, while promoting family reunification and refugee protection,¡± says Minister Sgro . But according to the website of the Ministry of Citizenship and Immigration the number of people that were admitted into Canada as parents or grandparents in 2003 was 19,376 . In our view number does not constitute promotion of family reunification. Furthermore, in 2004 the ministry reported only 10,233 admissions for parents and grandparents (to August 2004) and this represented nearly all of the planned admissions for the year. And, in 2005 the minister plans to only allow between 5,500 and 6,800 people on parental sponsorship visas. If the trend continues in current fashion, it would take somewhere between 15 ¨C 18 years before the current applicants get through. It feels like Canada is trying to reach the final solution to the issue of parental sponsorship. At this processing rate parents will die before they are admitted to Canada We are hardworking people who contribute to the Canadian economy and pay our share of taxes. While we appreciate the opportunity that this country has given us we believe that it is inhumane to restrict our ability to reunite with our parents on the Canadian soil. We believe that admitting only 5,500 parents per year on sponsorship visas constitutes violation of the Section 3 of the Immigration and Refugee Protection Act. From where we stand today it looks like so-called Family reunion is just a propaganda used to attract working age immigrants to Canada. We reproach ourselves everyday about how naive we were to believe the information the Canadian Government gave us on its web sits for years that parents could reunite with their children in a short period of time. Now we are facing a harsh reality that we might never see our parents again and we are suffering because of this. The Canadian Immigration System has let us down. This petition is our attempt to draw attention of the society at large to our grave situation created by the refusal of the Government of Canada to allow our family to join us in our new homeland. Canada has a reputation of being a humanitarian country. It publicly worries about human rights and democracy in other countries. We think it is a hypocritical to criticize other governments for not helping their poor, while Canada itself does not allow its citizens to help their parents in the most basic way of all, by physically being by their side. Sincerely, Eugenia Yakhnin and XXX signatures we collected now and number of people who wish to sign the letter continue to grow every day.
2. Petition: PETITION THE MINISTER OF CITIZENSHIP & IMMIGRATION CANADA Whereas: 1. One of the purposes of the enactment of the Immigration and Refugee Protection Act (IRPA) on June 28, 2002 as outlined on the Citizenship and Immigration web site was to help families reunite more quickly. 2. The combined processing timetable as indicated by the Citizenship and Immigration web site, for parental applications has been growing from 18-24 months a year ago, to 60 months currently and appears to continue to grow! 3. The reason in part for this substantial and unreasonable increase in wait time is based on bureaucratic delays within Canada. The current wait time for applications is 19+ months within Canada before they are reviewed and sent overseas. We, the undersigned, are concerned about the lengthening waiting time for the processing of parental sponsorship by the Ministry of Citizenship and Immigration Canada. { ·ãÏÂÂÛ̳ rolia.net/forum } Parents are sponsored by their hardworking adult children and tend to be in their declining years. In many cases, they face great material and emotional hardships at home. These are difficulties that can be resolved by being with their loving family in Canada The lengthening waiting periods and the advancing years of the sponsored exacerbate an already stressful family separation for no other reason than bureaucratic procedures. Special consideration should be given to cases where the sponsored parent is alone and where the sponsor is the sole child. We respectfully request that the Minister of Citizenship and Immigration look into this situation with a view to reducing the processing timeframe to the stated standards on the application. Additionally, we ask all of our political representatives, and society at large, to make their voices heard on this growing concern.
