Question: Is there a calculation to determine at what level (in a tank or other type of vessel) vortexing will occur. This can be a problem when production decides to draw down as much out of the tank as possible

Answer: ANSI/HI 9.8 - 1998, Section 9.8.7 gives the following equation for minimum submergence required to avoid vortexing. I think this equation holds good only for water.

S = D + [(0.574Q)/(D^1.5)]

Where S is minimum submergence required in inches
D is suction bell diameter in inches
Q is flowrate in USGPM.

As far as my experienced is concerned this is a good equation.
